Objectives

 

Aims and Objectives of National Service Users Executive as expressed in the Memorandum and Articles of Association

The name of the Company is “National Service Users Executive Limited.”

The objects for which the Company is established are:-

(a) To provide an effective, independent, representative structure through which all people with poor mental health and severe emotional distress and their families and/or carers, can participate in and influence decision making which impacts on the lives and opportunities of such people.

(b) To promote the human, civil, social, economic, political, cultural and recreational rights and freedoms of people with poor mental health and their families/carers.

(c) To provide an identifiable, efficient, effective organization to meet the needs of individuals with poor mental health and their families/carers

(d) To promote and respect the rights to dignity, respect, autonomy and equality of people with poor mental health and their families/carers.

(e) To promote, support and, where necessary, assist in establishment of affiliated networks and consumer groups of the company

(f) To gather and disseminate information on all issues of concern to people with poor mental health and their families/carers and to make representations on such issues to official, statutory, voluntary, community and private bodies at international, national, local and regional level.

(g) To liaise with official, statutory, voluntary, community and private bodies at international, national, local and regional level. And in particular with the HSE to ensure active participation in planning, delivery and evaluation of mental health services.

(h) To consult with mental health service users and their families/carers in order to identify issues of concern to them, both individually and collectively, and, following such consultation , to formulate policies, priorities and objectives for the short, medium and long term.

(i) To develop the structures of the company nationally, locally and regionally.

(j) To review existing and draft legislation, policy documents, protocols and other documents so as to ensure that all such legislation and documents protects and promotes the rights and best interests of mental health service users and their families/carers and promote such legislation and policy objectives as the company deems necessary to protect and extend the rights, interests and opportunity of mental health service users and their families/carers.


(k) Establish and maintain formal and informal communication channels with the Mental Health Commission, the Health Service Executive and other relevant groups, individuals and parties.

(l) To act as a coordinating body for community based mental health service user and family/carer organisations throughout Ireland in formulating, representing, advancing and articulating the issues and matters affecting service users and carers in their interactions with the Health Service Executive and the representatives and agents thereof.


3. The following objects set out hereafter are exclusively subsidiary and ancillary to the main object set out above and these objects are to be used only for the attainment of that main object and any income generated there from is to be applied for the main object only:- 

 i. To raise public awareness of the needs of community based and family carers.
ii. To act as a forum to assist members in formulating organisational policy and procedures.
iii. To encourage best practices in patient care through training, education and development of appropriate guidelines.
iv. To act as a conduit to allow member organisations to exchange ideas and information in any relevant format.
v. To promote and facilitate the membership of affiliated groups and individuals. Such affiliated groups and individuals maintain their own identity and autonomy as long as they meet the criteria laid down in the rules for affiliation.
